{"id":13744,"date":"2021-11-02T14:03:38","date_gmt":"2021-11-02T18:03:38","guid":{"rendered":"https:\/\/cleanenergycanada.org\/?p=13744"},"modified":"2022-11-01T18:34:46","modified_gmt":"2022-11-01T22:34:46","slug":"media-brief-cop26-and-the-implications-for-canada","status":"publish","type":"post","link":"https:\/\/cleanenergycanada.org\/media-brief-cop26-and-the-implications-for-canada\/","title":{"rendered":"Media Brief: COP26 and the implications for Canada"},"content":{"rendered":"\n<p>This media brief summarizes some of the key topics associated with the&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=37b9e67aa5&amp;e=10ec4b50a9\">26th Conference of the Parties<\/a>&nbsp;held in Glasgow, U.K., until November 12, with a particular focus on relevancy for Canada.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>CLIMATE TARGETS<\/strong><\/h4>\n\n\n\n<p><strong>Overview:<\/strong>&nbsp;The 2015 Paris Agreement includes a requirement for countries to submit more ambitious&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=1468a8a977&amp;e=10ec4b50a9\">Nationally Determined Contributions<\/a>&nbsp;(greenhouse gas emissions targets) every five years. Because COP26 has been delayed by a year, many countries\u2014including Canada\u2014announced their new five-year targets earlier this year.<\/p>\n\n\n\n<p>More than 100 countries&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=29773281a3&amp;e=10ec4b50a9\">have announced new reduction targets<\/a>&nbsp;(including China and&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=fd4ee3bb88&amp;e=10ec4b50a9\">India<\/a>) ahead of the COP26 deadline, while others have not (including Australia and Russia). However, a recent UN Climate report suggests that the current climate targets are&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=c099690f76&amp;e=10ec4b50a9\">still projected<\/a>&nbsp;to result in a 16% increase in global emissions by 2030 compared to 2010, which would lead to a temperature rise of about 2.7\u00b0C by the end of the century. However, the report does not include recent commitments made last week.<\/p>\n\n\n\n<p><strong>Relevance for Canada:&nbsp;<\/strong>Canada is one of several countries to increase its target.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Canada has committed to reducing emissions by&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=912fbd9ec1&amp;e=10ec4b50a9\">40% to 45% below 2005<\/a>levels by 2030, up from a previous target of 30%.<\/li><li><a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=894300a104&amp;e=10ec4b50a9\">Recent independent modelling<\/a>&nbsp;indicates that the government\u2019s current climate plan, if fully implemented, could achieve a 37%-to-41% reduction in Canada\u2019s greenhouse gas emissions by 2030.<\/li><li>For comparison, the U.S. has committed to&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=1893193bc0&amp;e=10ec4b50a9\">reducing emissions by 50%<\/a>&nbsp;below 2005 levels by 2030, up from its previous commitment of 26% to 28% below 2005 levels by 2025. The EU\u2019s member states and parliament&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=dadc4258a8&amp;e=10ec4b50a9\">agreed in principle<\/a>&nbsp;to a legally binding target of reducing emissions by 55% below 1990 levels by 2030, up from a previous target of 40%.<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>CLIMATE FINANCE<\/strong><\/h4>\n\n\n\n<p><strong>Overview:&nbsp;&nbsp;<\/strong>A major discussion point of COP26&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=7fa53fe831&amp;e=10ec4b50a9\">is expected to be<\/a>&nbsp;climate financing for developing countries.&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=2df2b55736&amp;e=10ec4b50a9\">The Paris Agreement indicates<\/a>&nbsp;that wealthier nations should pay an increasing amount to less wealthy countries to assist with climate-related investments like flood defense from sea level rise, clean energy development, or the use of energy efficiency retrofits.<\/p>\n\n\n\n<p>At&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=37998b1f84&amp;e=10ec4b50a9\">COP15 in Copenhagen<\/a>&nbsp;in 2009, richer countries pledged that they would collectively provide US$100 billion (CA$123 billion) per year by 2020.&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=18a73d9505&amp;e=10ec4b50a9\">Estimates suggest that goal has not been met<\/a>, and the target likely won\u2019t be reached until&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=27f1f1bc66&amp;e=10ec4b50a9\">2023<\/a>. There are also&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=f914f6365f&amp;e=10ec4b50a9\">concerns about the quality of climate finance<\/a>: how much funding is actually new, a reliance on loans instead of grants, and a lack of clarity about what projects are eligible.&nbsp;<\/p>\n\n\n\n<p>The funding commitments are made on the basis that richer countries\u2019 economic development has, in large part, been enabled by the use of fossil fuels, and therefore these countries should take some responsibility for addressing climate change in less developed nations.&nbsp;<\/p>\n\n\n\n<p><strong>Relevance for Canada:&nbsp;<\/strong>Canada is one of the countries expected to provide climate financing for developing countries.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Between 2015 and 2020,&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=7071337bec&amp;e=10ec4b50a9\">Canada delivered $2.65 billion<\/a>&nbsp;over that five year period.<\/li><li>At the G7 leaders summit in June 2021, the prime minister announced that Canada would&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=2286cff495&amp;e=10ec4b50a9\">double its pledge to $5.3 billion<\/a>&nbsp;over the next five years.<\/li><li>In July 2021, Canada\u2019s then-environment minister Jonathan Wilkinson, in collaboration with his counterpart in Germany, was tasked to come up with a plan for developed countries to reach the US$100 billion goal. The plan was&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=eef36d9f57&amp;e=10ec4b50a9\">published<\/a>&nbsp;last month and estimates that developed countries likely would not meet the goal of US$100 billion annually until 2023, sparking&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=11f2efe2a3&amp;e=10ec4b50a9\">calls<\/a>&nbsp;for a total of US$500 billion to be mobilized instead across the five-year period between 2021 and 2025. As part of its COP presidency,&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=133ca57a5b&amp;e=10ec4b50a9\">the U.K. is keeping track of<\/a>countries\u2019 climate finance commitments.<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>CARBON MARKETS<\/strong><\/h4>\n\n\n\n<p><strong>Overview:&nbsp;<\/strong><a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=21220d03a3&amp;e=10ec4b50a9\">Article 6 of the Paris Agreement<\/a>&nbsp;sets up the guidelines for an international carbon market, where emission reductions can be traded across countries.&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=87981ff42d&amp;e=10ec4b50a9\">It contains three mechanisms<\/a>&nbsp;for trading these kinds of offset credits, two of which are market-based. These are:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Article 6.2,<\/strong>&nbsp;where a country can transfer emissions reductions, dubbed \u201cInternationally Transferred Mitigation Outcomes\u201d or&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=365905b71d&amp;e=10ec4b50a9\">ITMOs<\/a>, to another country and authorize their use towards that country\u2019s Nationally Determined Contribution (the amount of emissions reductions pledged in a given year);&nbsp;<\/li><li><strong>Article 6.4,<\/strong>&nbsp;where a centralized \u201ccredit\u201d system (known as the Sustainable Development Mechanism, which is to replace&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=b6d69eb6b1&amp;e=10ec4b50a9\">the existing mechanism under the Kyoto Agreement<\/a>) would allow both the public and private sector to generate tradable credits from specific emissions-saving projects. For example, one country could pay another to build a wind farm instead of a coal plant. The first country gets the emission reduction credit to count towards its climate target, and the second gets the benefit of clean power.<\/li><\/ul>\n\n\n\n<p>Article 6 is the only article in the Paris Agreement that has yet to be operationalized. While significant progress was made at COP25 in Madrid, there is still no consensus on how the system should work. Negotiators hope that&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=0f0271ee70&amp;e=10ec4b50a9\">talks at COP26<\/a>&nbsp;could lead to a resolution.&nbsp;<\/p>\n\n\n\n<p><strong>Relevance for Canada:&nbsp;<\/strong>The federal government is considering whether and how it might use ITMOs toward its climate targets by complementing domestic emission reduction efforts with reductions taking place in other countries<strong>.<\/strong>&nbsp;However, there are&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=169f179220&amp;e=10ec4b50a9\">challenges<\/a>&nbsp;around the use of offsets in carbon reduction, and there is&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=5f9ddde8bc&amp;e=10ec4b50a9\">contention<\/a>around whether Canada could gain emissions credit from exporting liquefied natural gas.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>CLEAN TRANSPORTATION<\/strong><\/h4>\n\n\n\n<p><strong>Overview:&nbsp;<\/strong>COP26&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=15aec35fcb&amp;e=10ec4b50a9\">is calling on<\/a>&nbsp;countries to commit to ensuring all new car and van sales are for zero-emission vehicles by 2035 in advanced markets and 2040 in all other markets. Currently, 16 national and subnational governments&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=00b2263971&amp;e=10ec4b50a9\">accounting for 14% of global passenger vehicle sales<\/a>&nbsp;have committed to phasing out gas cars by 2040 or earlier.&nbsp;<\/p>\n\n\n\n<p>As part of the global Drive to Zero campaign, a group of countries led by the Netherlands, including Canada, are also&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=e28f533623&amp;e=10ec4b50a9\">urging<\/a>&nbsp;leading nations to jointly pursue a global memorandum of understanding to accelerate the manufacturing and adoption of zero-emission medium- and heavy-duty vehicles (such as commercial trucks and buses). This global agreement would aim for 100% zero-emission medium- and heavy-duty vehicle sales between 2040 and 2050.<\/p>\n\n\n\n<p><strong>Relevance for Canada:<\/strong>&nbsp;In June, the federal government&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=25d673cef4&amp;e=10ec4b50a9\">set a mandatory target<\/a>&nbsp;for&nbsp;<a href=\"https:\/\/cleanenergycanada.us2.list-manage.com\/track\/click?u=14af3f96b3d5df9564694d168&amp;id=cff04e04a5&amp;e=10ec4b50a9\">100% of all new light-duty car and passenger truck sales to be zero-emissions by 2035<\/a>.
