Please use this as a resource, and let us know if there are any topics that you would like to see for future media briefs.&nbsp;<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>If there\u2019s one word to describe clean stimulus measures, it\u2019s opportunity. From the head of the International Energy Agency who <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-governments-should-integrate-clean-energy-policies-into-pandemic\/\">said<\/a> recently that \u201cgovernments have a once-in-a-lifetime opportunity to reboot their economies\u2026 while accelerating the shift to a more resilient and cleaner energy future.\u201d To House Democrats in the U.S. who described the \u201cincredible opportunity\u201d to transition to clean energy <a href=\"https:\/\/earther.gizmodo.com\/we-have-to-get-this-right-60-house-democrats-call-fo-1844235674\">in a recent letter<\/a>. To the leaders of some of Canada\u2019s largest corporations who <a href=\"https:\/\/www.macleans.ca\/news\/industry-leaders-call-for-bold-green-recovery-in-open-letter\/\">wrote that it is an<\/a> \u201copportunity to emerge\u2026 with a resilient economy that creates prosperity for more Canadians.\u201d<\/p>\n\n\n\n<p>Clean stimulus measures not only help reduce emissions and fight climate change, but a growing body of research also suggests that such policies may be particularly effective at creating jobs and supporting economic growth. After the 2008 recession, the Obama-era U.S. introduced a <a href=\"https:\/\/cleanenergycanada.org\/media-brief-the-impact-of-clean-stimulus-measures-on-the-u-s-economy-following-the-2008-downturn\/\">number of successful clean stimulus measures<\/a>.<\/p>\n\n\n\n<p>But despite mounting evidence in favour of a clean recovery, <a href=\"https:\/\/www.vivideconomics.com\/casestudy\/greenness-for-stimulus-index\/\">not all countries are realizing its potential<\/a>. This brief summarizes some of the most recent research into clean stimulus as well as newly introduced clean recovery packages and announcements from around the world. For measures announced during May and earlier, see our <a href=\"https:\/\/cleanenergycanada.org\/media-brief-a-summary-of-international-clean-stimulus-efforts\/\">previous clean stimulus media brief.<\/a>&nbsp;<\/p>\n\n\n\n<p><strong>Cost effectiveness of stimulus&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A <a href=\"https:\/\/www.smithschool.ox.ac.uk\/publications\/wpapers\/workingpaper20-02.pdf\">May 2020 study<\/a> by U.K. and U.S. economists reviewed more than 700 economic stimulus policies launched during or since the 2008 financial crisis by G20 nations; it also surveyed 231 experts from 53 countries, including economists and officials from finance ministries and central banks. They found that clean stimulus measures were the most cost-effective ways to kickstart economies. Clean infrastructure and building energy retrofits were found to be particularly effective. Non-conditional airline bailouts were found to be among the worst-performing recovery measures.<\/li><li><a href=\"https:\/\/www.imperial.ac.uk\/news\/197818\/clean-energy-outperforming-fossil-fuels-america\/\">Researchers from Imperial College London and the International Energy Agency<\/a> reported that \u201cpublicly traded renewable power portfolios have posted significantly higher returns for investors and lower volatility over fossil fuels during the past 10 years.\u201d Over the first four months of 2020, clean energy stocks actually grew 2.2%, while fossil fuel stocks fell by 40.5%.<\/li><li><a href=\"https:\/\/www.mckinsey.com\/business-functions\/sustainability\/our-insights\/how-a-post-pandemic-stimulus-can-both-create-jobs-and-help-the-climate\">A report by McKinsey<\/a> found that, compared to funding for fossil fuels, clean stimulus creates nearly three times as many jobs for every $10 million invested by governments.<a href=\"https:\/\/www.mckinsey.com\/business-functions\/sustainability\/our-insights\/how-a-post-pandemic-stimulus-can-both-create-jobs-and-help-the-climate\">&nbsp;<\/a><\/li><\/ul>\n\n\n\n<p><strong>Newly adopted clean stimulus measures<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Germany<\/strong> adopted a <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-06-05\/germany-s-recovery-fund-gets-green-hue-with-its-focus-on-climate?sref=52ZWO6YM\">stimulus package worth \u20ac130 billion<\/a> (C$200 billion), which includes \u20ac50 billion (C$77 billion) to address climate change, innovation, and digital technology.\u00a0<\/li><li><strong>South Korea<\/strong> unveiled a 100 trillion won (C$116-billion) <a href=\"https:\/\/pulsenews.co.kr\/view.php?sc=30800028&amp;year=2020&amp;no=689876\">\u2018New Deal\u2019 plan<\/a> to reshape the economy, which focuses on digital and green technologies.<\/li><li><strong>France<\/strong> unveiled a <a href=\"https:\/\/www.reuters.com\/article\/health-coronavirus-france-aerospace\/france-unveils-15-bln-euros-support-plan-for-aerospace-industry-idUSP6N2D200L\">\u20ac15-billion (C$23-billion) package<\/a> for its aerospace industry, which includes support for environmentally friendly aviation technology.<\/li><li><strong>Spain<\/strong> unveiled a<a href=\"https:\/\/www.euractiv.com\/section\/transport\/news\/spain-underpins-car-sector-bailout-with-green-goals\/\"> \u20ac3.75-billion <\/a>(C$5.74 billion) aid package for its auto industry, which includes a scrappage scheme with green strings, a bigger focus on electric charging points and funding for hydrogen power. Vehicles powered by electric batteries or hydrogen could qualify for a \u20ac4,000 subsidy.<\/li><li><strong>The United Kingdom <\/strong>has <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-07-06\/sunak-eyes-3-8-billion-of-green-spending-to-fuel-u-k-recovery\">announced \u00a33-billion<\/a> (C$5.1 billion) to boost \u201cenvironmental projects\u201d including \u00a31-billion (C$1.7-billion) to make existing public buildings greener.\u00a0<\/li><li><strong>Austria<\/strong> tabled a <a href=\"https:\/\/www.aviation24.be\/airlines\/lufthansa-group\/austrian-airlines\/austrian-airlines-to-get-600-million-euro-rescue-package\/\">\u20ac600-million (C$919-million) rescue package<\/a> for Austrian Airlines, which includes a number of green conditions. Austria is also planning a \u20ac50-billion (C$77-billion) aid and stimulus program to accelerate and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-06-19\/one-of-europe-s-most-ambitious-climate-plans-runs-on-three-dollars-a-day?srnd=green&amp;sref=52ZWO6YM\">expand green investment projects<\/a>.<\/li><li><strong>Lithuania<\/strong> approved an economic stimulus package that includes <a href=\"https:\/\/www.rivieramm.com\/news-content-hub\/lithuanian-stimulus-package-commits-funds-for-renewables-including-offshore-grid-connection-59806\">\u20ac475 million<\/a> (C$728 million) for energy efficiency and renewable energy purposes.<\/li><li><strong>Sweden<\/strong> intends to invest up to <a href=\"https:\/\/www.forbes.com\/sites\/davidnikel\/2020\/06\/16\/sweden-to-invest-in-airline-sas-with-green-strings-attached\/#190256bc66e3\">5 billion Swedish Krona<\/a> (C$732 million) into the Scandinavian airline SAS, subject to parliamentary approval. However, SAS will be required to meet &#8220;clear and quantifiable criteria&#8221; on lower emissions.<\/li><li><strong>New Zealand<\/strong> <a href=\"https:\/\/www.odt.co.nz\/star-news\/star-national\/govt-reveals-how-infrastructure-fund-will-be-spent\">has announced<\/a> $210 million (C$187 million) for \u201cclimate resilience and flood protection projects\u201d and $155 million (C$138 million) for \u201ctransformative energy projects\u201d as part of a $3-billion (C$2.7-billion) post-COVID infrastructure fund.<\/li><li><strong>Scotland<\/strong> launched a <a href=\"https:\/\/www.gov.scot\/news\/gbp-62-million-fund-for-energy-sector\/\">\u00a362-million <\/a>\u00a0(C$105-million) fund to help the energy sector recovery. While funding will also go to oil and gas, other projects to be considered for funding include a global underwater hub, a net-zero solution centre, a hydrogen hub, and an energy transition zone. The fund aims to position the northeast of Scotland as a hydrogen model region.<\/li><li>In <strong>Denmark<\/strong>, the Danish Business Promotion Board is releasing <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-06-16\/denmark-steps-up-green-funding-as-pandemic-threatens-transition?srnd=green-finance&amp;sref=52ZWO6YM\">82.5 million Danish Krona<\/a> (C$17 million) to ensure small and mid-sized businesses don\u2019t abandon plans to transition away from fossil fuels as they recover from COVID-19.\u00a0<\/li><\/ul>\n<div class=\"pdfprnt-buttons pdfprnt-buttons-post pdfprnt-bottom-right\"><a href=\"https:\/\/cleanenergycanada.org\/wp-json\/wp\/v2\/posts\/12827?print=print\" class=\"pdfprnt-button pdfprnt-button-print\" target=\"_blank\" ><span class=\"pdfprnt-button-title pdfprnt-button-print-title\">Print this article<\/span><\/a><\/div>","protected":false},"excerpt":{"rendered":"Through media briefs, we aim to provide journalists with useful factual and contextual information related to Canada\u2019s clean energy transition.
